Summary:

This series consists of records documenting Professor Herman's university service on a wide range of committees, his role as special assistant to the Provost, and especially his role as special assistant to University Counsel.

Subseries A. Instructional Television Fixed Service (ITFS): As special assistant to University Counsel, Herman acted as a point person on issues related to ITFS, which was used to transmit the University's Network Northeastern instructional television programming to the school's Burlington campus and to local corporations. This subseries documents Northeastern's involvement in a petition to halt FCC rule changes that would allow commercial television services to use a portion of the ITFS frequency to broadcast non-educational programming. Also documented are agreements between Northeastern and CAI Associates, Inc. to lease “excess capacity” on Northeastern's ITFS spectrum, and between Northeastern, Virginia Communications, Inc. and Specchio Developers to replace one of Northeastern's ITFS channels with a private operational fixed microwave radio station. Included are memos and correspondence to Herman from the law firm of Crowell and Moring, which represented the University in matters relating to ITFS, additional FCC forms and petitions related to the University's ITFS licenses, engineering reports, contracts, and newspaper clippings.

Subseries B. Subject Files: This subseries documents Professor Herman's (non-teaching) professional activities at Northeastern University, primarily his involvement with the Faculty Senate, telecommunications committees and groups, and his participation in revisions to the faculty handbook and other university policies. Also included are records concerning Northeastern's involvement with Professor Roland Nadeau's long-running “A Note to You” radio program. In addition, this subseries documents Professor Herman's long-standing involvement as a legal advisor to the University's student radio station, WRBB, his role as University Copyright Officer, and his involvement with the Northeastern University Faculty Organization (NUFO) during its attempt to unionize Northeastern faculty in the 1970's. Included are meeting minutes and agendas, memos, reports, correspondence, and annotated drafts of University policies on a wide range of issues. The latter provide insight into the University's evolving views on issues such as discrimination, faculty and student rights, and the use of technology in education, among other topics.

Records are restricted for 25 years from their date of creation, unless researchers have written permission from the creating office; the video lectures are unrestricted. Personnel and student records (boxes 2, 14, 16, 18) are restricted for 75 years from their date of creation.
