John Anthony Volpe, born the son of Italian immigrants in 1908, was a successful Massachusetts businessman and accomplished public servant. He served as Commissioner of Public Works in Massachusetts in 1953, was appointed Federal Highway Commissioner under Dwight D. Nelson Merced, a Latino politician and activist, was born in New York City in 1948. Merced first became politically active in Puerto Rico in the early 1970s, working with squatters in San Juan. He moved back to the United States to attend the University of Connecticut, graduating with a bachelor's degree in anthropology.
